It seems to me that NC lawmakers are terrified of what rednecks and inner-city gangstas might do during a state of emergency.

I'd wager to guess that's it's tied into the same rules that make driving into an evacuated (post-hurricane) area with a gun a much worse crime than without a gun - they're scared of people looting more than getting bored & shooting something.

It used to be that way. I recall waking up on a Sunday morning with a hangover and no cigarettes, and no way to get any because the stores were all closed until 1pm.
I ended up rolling up some old Copenhagen and smoking that.

May said officers did pull people over who were in violation of the curfew driving ban, but no tickets were issued.
