Then they disperse it in the form of loans, primarily to whites and middle class people. Resources are allocated by banks in such a way as to perpetuate destitution, and the printing happens so fast that honest labor can't keep up with the theft via devaluation. People are desperate, have no hope, and end up doing incredibly stupid things.
