They can't borrow any more money. They can't raise the tax rate or the tax collection rate without employing an army. They're trillions of Euros into the hole. Sometimes there is no right answer. What do you think will happen if the bankrupt banks collapse? There will be bank runs, panic in the streets, and within weeks the entire government will melt down since banks and government have an incestual relationship of mutual funding.
