Translation: Is it possible to manufacture outrage from this? Yes, certainly.
It also has a picture of a painted (concrete?) statue clothed black kid eating a hunk of watermelon. Yes, that statue seems exactly like an offensive racial stereotype. It has nothing to do with the tar baby in the story, which was tar, not human, did not have clothes, and did not eat watermelon. My guess is that some stupid shit made the racist statue and then tried to give it credibility or respectability by trying to associate it with the tar baby story.
