Any one of my kids would have been able to unbuckle the car seat and horse around in the car if they wanted to, (and if I let them) and so I'm guessing that THE KID was the one who put the gas can in the car seat. His mom was either too busy driving or texting to notice or do anything about it.

What's the problem? The kid just wanted to keep something to drink nearby.

This is something I would expect Homer Simpson would do with Maggie.

What's worse? A kid tipping over or a can of gas tipping over? Spilling gas all over inside the car is dangerous to mom and the kid, especially when mom lights up another cigarette.
